On April 9, the reporter learned from the Anhui Provincial Department of Transportation that the department, under the name of the Office of the Anhui Provincial Comprehensive Transportation System Construction Leading Group, officially issued the "Action Plan for Reducing Costs and Improving Quality and Efficiency in Transportation Logistics in Anhui Province" (hereinafter referred to as the "Action Plan"). The plan aims to reduce the ratio of total social logistics costs to GDP in the province to 12% by 2027. Improving the comprehensive transportation network is fundamental to achieving cost reduction and quality enhancement in logistics. Anhui continues to enhance its main expressway network and seize new opportunities in the low-altitude economy. Following the full navigation of the Jianghuai Canal, a new waterway pattern has emerged, featuring "dual channels to the sea, two canals into the Yangtze River, and river-sea intermodal transportation," with waterway freight volume ranking first in the country for ten consecutive years. The Action Plan emphasizes the vigorous development of a hub economy, accelerating the establishment of comprehensive transportation hubs linking the Yangtze River Delta and central regions, and actively exploring a collaborative development model of "industrial clusters + logistics hubs." It aims to facilitate urban and rural logistics development, advance the integration of express delivery into factories and villages, and encourage eligible county-level passenger stations to build shared distribution centers using existing sites. It will focus on supporting the construction of comprehensive transportation stations in townships that provide at least three functions, such as passenger, freight, and postal services, and promote the integration of urban and rural passenger vehicles carrying small postal parcels. By 2027, 50% of township routes will cover integrated passenger, freight, and postal services. The plan also aims to expand international logistics channels by increasing freight routes to the U.S., Europe, and countries participating in the Belt and Road Initiative, striving to open 2-3 new international all-cargo flight routes each year. It supports the Hefei China-Europe Railway Express in participating in the construction of the new western land-sea corridor and establishing a consolidation center for the China-Europe Railway Express, while encouraging qualified enterprises to develop international road transport. Additionally, the plan will deepen reforms in key areas, implement differentiated toll policies for expressways, and explore the relaxation of urban traffic restrictions for medium-sized vans and new energy vans. It will promote new quality productive forces by orderly advancing the demonstration applications of autonomous driving, unmanned vehicles, unmanned stations, and drones, while vigorously developing general aviation and the low-altitude economy, accelerating the pilot construction of low-altitude intelligent infrastructure, optimizing flight service support, and expanding application scenarios. Moreover, the province will actively promote green logistics, enhancing the supply capacity and cleanliness of clean energy.
