In Anhui Province, 99% of small and medium enterprises (SMEs) are privately owned, and 99% of private enterprises fall under the SME category. Aligned with its manufacturing powerhouse strategy, Anhui actively guides and strongly supports SMEs in pursuing specialized and sophisticated path. This approach fully unleashes the innovative vitality of private enterprises, driving industrial transformation and high-quality economic growth.  

Private enterprises and SMEs serve as the vanguard in leveraging technological innovation to propel industrial advancement. The province has enacted legislation at the provincial level to deepen institutional reforms and optimize the business environment. In terms of strengthening the supply of finance, land, energy consumption and other aspects for private enterprises, Anhui also clearly put forward the "three 70%" element security mechanism. Moreover, Anhui pioneered China's "Specialized and Sophisticated" SME cultivation program, being among the first to introduce supportive policies and establish dedicated development funds. These measures strategically strengthen the private economy's foundation by nurturing specialized and sophisticated SMEs.

Focusing on key challenges such as stimulating innovation, strengthening factor supply, and accelerating industrial upgrading, Anhui has intensified efforts to cultivate "Specialized and Sophisticated" SMEs, driving qualitative expansion and efficiency gains in the private economy. Up to now, the province has recognized a total of 11,000 innovative small and medium-sized enterprises and 7,600 provincial-level specialized and sophisticated SMEs that produce novel and unique products. It has cultivated 690 national-level specialized and sophisticated "little giant" enterprises, ranking eighth in the country.  

In the first two months of this year, the added value of private industrial enterprises above designated size in Anhui Province increased by 12.3% year-on-year, which was 0.7 percentage points faster than the whole year of last year, and was 3.2 percentage points higher than all industries. The contribution rate to the growth of industries above designated size reached 69.3%.
