"We don’t have to run around or submit any materials; the certificate was processed so efficiently—it was truly unexpected." Recently, Zhao Xudong, head of a private enterprise in Wuhu, expressed his surprise, as he initially thought that the registration of real estate for industrial projects would be complicated, but was amazed by the swift issuance of certificates. In the past, obtaining a real estate property certificate for enterprises required traveling back and forth between multiple departments, as well as the need to hire surveying agencies and pay for surveying costs. To make it more convenient and efficient for businesses, Wuhu City has deepened the reform of real estate registration by implementing a new model for issuing certificates for industrial projects under the "zero materials, zero trips, zero waiting" initiative. The new "three zeros" model no longer requires enterprises to submit land survey results, reducing the processing time by an average of 7 days and saving approximately 15,000 yuan in surveying costs per project. As of now, all newly added industrial projects in Wuhu City have achieved "three zeros" in certificate issuance, covering an area of over 8.3 million square meters. The "unexpected and pleasant" surprises for enterprise leaders are not limited to Wuhu City's "three zeros" reform; an increasing number of business environment reform measures have provided convenience and benefits, especially for private enterprises. In recent years, our province has focused on creating a first-class business environment characterized by marketization, rule of law, and internationalization. It has deepened and solidified reforms and innovations in key areas, continuously introducing over 800 measures in line with the 18 key areas of the business environment over the past six years, fully promoting the overall optimization of the business environment. It is reported that the main indicators in areas such as business setup, taxation, and bidding in our province have reached or are close to the national first-class benchmark levels. Four practices, including the one-stop verification of corporate bankruptcy information, were selected as part of the first batch of 29 typical cases promoted by the State Council, ranking among the top in the country. Assessments closely related to the business environment indicate that Anhui's government transparency index has consistently ranked among the top three in the nation, and the overall index for integrated government service capabilities at the provincial level has maintained a "very high" rating for six consecutive years.
