Recently, the Anhui Provincial Water Resources Department issued the "Implementation Opinions on Promoting Technological Innovation and Digital Twin Water Conservancy Construction," aiming to accelerate water conservancy technology innovation and digital twin water conservancy construction, providing innovative drive and technical support for the high-quality development of water conservancy in the province.

The "Implementation Opinions" propose that by the end of 2027, the water conservancy technology innovation platform will be further improved, the team of high-level talents will be expanded, and research capabilities will be enhanced, resulting in a batch of advanced and practical water conservancy technological achievements. Key digital twin projects (basins) including large irrigation areas, national flood retention areas, large reservoirs, large sluices, and major tributaries being completed, essentially forming the main framework of the province's digital twin water network. By 2035, the leading and supporting capabilities of technological innovation will be more prominent, and the digital twin water network system in the province will be basically established.

Key tasks for technological innovation include the innovation of the organizational management system for technology, research on major technological issues in water conservancy, promoting the transformation and application of water conservancy technological achievements, improving the standardization level of water conservancy, coordinating the construction of water conservancy technology innovation platforms, and strengthening the talent team in water conservancy technology. Key tasks for digital twin water conservancy construction include strengthening project planning and coordination, enhancing monitoring and perception capabilities, advancing digital twin water conservancy construction, strengthening intelligent applications, improving communication network construction, reinforcing the co-construction and sharing of digital twin water conservancy, and implementing cybersecurity responsibilities.
